In Europe now almost everyone is at least bilingual, with many people speaking even more languages. Before Europe integrated (pre-ww2 I would think), what was the status quo for how many languages a commoner would know?

Bacalhau (salted cod) allowed Europeans to launch off into the rest of the world. But bacalhau requires soaking in water for a day to remove the salt; how did ships have enough fresh water to hydrate the crew and also cleanse the fish?
