Out of 100% of the energy going into a light bulb, 5% will actually power the light bulb and 95% of the energy is lost as heat. Is it okay for me to think of Gibbs Free (Available) Energy as that 5%, or is it more complicated?

In the process of potential energy becoming kinetic energy we lose energy in the form of heat. My chemistry book implies that this 'lost heat' is different from nature's 'heat tax'. I don't understand the difference.
