Speed = the velocity between two objects. If two spaceships pass each other going the opposite direction, each going to speed of light, what is the relative speed of the two ships and why isn't it double the speed of light?

Photons have mass (energy is equivalent to mass). Do cosmologists take all the little photons flying around into account when measuring the weight of the universe?
