In the later Roman Empire, the Senate would inaugurate new emperors with the blessing that they would hopefully "be luckier than Augustus and better than Trajan". Why was Augustus considered to be the more fortunate of the two emperors, while Trajan was considered to be the better one?

When Bush43 launched his presidential bid in 1999, Bush41 had just 7 years earlier lost the presidency to the popular Clinton whose VP was the likely nominee. It obviously was successful, but at the time why did GOP officials/primary voters/Bush himself think Bush wouldn't be too risky to nominate?
