I had a very cold but totally liquid bottle of water in my refrigerator. When I took it out and chugged it a plug of slush formed in the mouth of the bottle. What were the physics behind that occurrence?

To me the average global temperature seems like a misleading metric to use for measuring global warming. I imagine there are areas of significant warming and cooling and the average misses that nuance. Is what I am talking about called something? I am having trouble researching the topic.
