Why is there little data available on the number of casualties inflicted by each country in WW2?

Why did the US drop atomic bombs on Nagasaki and Hiroshima to stop the war? Why not just bomb somewhere in Japan where no one lived and say we'd drop it on a city if you don't surrender.
