How did Hannibal manage to keep his soldiers in Italy for about a decade, away from their families? Did they go on a rotation back to Carthage ? Did he pay them?

Why do we know fewer details about eastern countries (e.g. Africa, India and China) than Western countries (e.g. England, France and even older like Rome etc.)? Is there a cultural explanation for it, or it is because Western civilization is predominant and we focus more on it?
