When and why did the US stop allowing (literal) boatloads of immigrants to just show up at a port and begin living in the US?

It is considered extremely taboo for a country to enter the embassy of another country without permission, even when a wanted person is holed-up inside the embassy (e.g. Julian Assange). Has a host country ever raided an embassy without permission? What were the consequences?
