I got this KV-27S15 and it has power and sound but the screen doesn’t turn on and the standby light just keeps flashing. I took it apart and found these bridged solder joints on the closed captioning IC would that cause this issue?

Heya I’m having issues with this KV-27S15 I picked up. It powers up and has sound but no picture. The standby light just flashes. I took it apart to look at the boards and saw bridged solder joints on the closed captioning IC. Is this the issue?
