Was "drunk dialing" a thing before the rise of mobile phones in the early 2000s? Is there any evidence of people going to a payphone (or their landline), heavily refreshed, to call their ex? Or did the convenience of mobile phones create a new phenomenon?

In the 1932 US presidential election, Wilkinson County, Georgia voted 100% (724/724 votes) for the Democratic candidate, with 0 votes for the Republican candidate. In 1928 the Republicans had scored 31.8% and in 1936 they would score 14.4%. Has this remarkable result ever been explained?
