Why did the itch/scratch reflex evolve to often make the act of scratching feel good? Often you're only making the problem worse (like poison ivy). Why did it not evolve to keep you from scratching?

If a human attempts to mimic an animal's sound (such as barking at a dog or meowing at a cat) are there any animals that would perceive we're attempting to mimic them? If so, is it actually possible to essentially "say" something to them?
