Why does jerking a table cloth quickly from a table not disturb the plates but if you do it slow they all come off? Shouldn't there be the same amount of friction whether you pull it fast or slow?

I'm boiling some water. My water heater keeps water at 160 degrees. I start filling the pot from a standstill so the first bit of water (before the hot water gets there) is cold. If I keep adding more hot water, it will boil faster or slower?
