Is there any truth to the rumor that Mussolini tried to "mate monkeys with women" to create cheap soldiers? I assume not, but... dictators can be pretty out there

At the end of WWII the US was much more able to continue fighting and had a monopoly on atomic weapons. Was there any talk of conquest anywhere in government or society? If speculative answers are allowed how do you suppose this venture would have fared?
