Why is there a string of presidents from 1841 to 1877 who are, with only two exceptions, considered the worst presidents in history?

During Hitler's rise to power, there were many who were concerned about the growing power of his movement, particularly the paramilitary arm of the Party. Hitler assuaged these concerns by having dozens of members of the Party summarily executed. How in the world was this move seen as reassuring?

In the 1965 Czech film "The Shop on Main Street", a peasant man is 'appointed' by authorities to be the "Aryan Controller" of a small business run by a Jewish woman. How accurate is the depiction of this appointment process? How were appointees generally chosen? How often were sympathizers chosen?
