Austria was occupied by the UK, the US, France & the Soviets from '45 to '55. Why did the Soviets choose to withdraw from Austria? Why not create an East Austria?

I am reading a piece from 1988 in the International Journal about the Soviet boycott of the '84 Olympics. At the time, it was unclear if the change from Andropov to Chernenko made the difference. Do we know now whether or not it did?
