Historians indicate that Stalin was essentially shocked that the Nazis declared war in 1941. Were Soviet leaders not suspicious or fully tipped off by the massive buildup on (what would become) the Eastern front in the time leading up to 22 June?

It's 6 June 1944. Hitler has just receives word that the Allied attack is imminent. For whatever reason, he realises that a two-front war on continental Europe is untenable, and immediately contacts the British, French, and English to sue for peace (and potentially even fight back Stallin.
