The scientific community measures time by radioactive decay. How do we know that the rate in which carbon-14 decays is the same that it was 2000 years ago? Or 200,000?

Assuming that we discover the way to travel back in time, would it be possible to actually do it (effects on a human body traveling at the speed of light, the location of the earth at that specific moment in time, etc)?
