Let´s say I build a railway ontop of a moving train and let another train move on that railway. If I repeated this process forever, what would change in order to prevent the train on very top from reaching the speed of light?

Why is water "the key" of finding new life forms? Isn´t it possible to think of other chemical processes that accomplish the same things their corresponding water-dependant proccess do?
