Why did it take Vietnam several decades to have its first public railway? While other countries that are more corrupt and poorer than Vietnam, such as Bangladesh or Ethiopia, didn't take that long?

Both the Cambodia-Vietnam and Russia-Ukraine wars were different, one side was attacked and had to defend itself and the other side actively invaded another country but why both (Vietnam, Russia) were internationally condemned as aggressors and were sanctioned?
