How do you think modern presidents would fare if the presidential power never expanded from its inception? (Most notably, no executive orders)

Overshadowed by his colleagues, Doe was certainly one of the Cold War Presidents. He was known for putting America first, using his off-time to personally kill Communists, his ban on stairs, and his exceptionally green policy of mandated raccoon sanctuaries in everyone's houses. Thoughts on Jane?

Some of you like to call the Presidency "the highest office in the land", but I beg to differ. My buddy Jake (pictured below) is the mayor to some town (idk where, he says they go to Canada, so I wouldn't know it) and I basically never see him not blasted out of his damn mind. Checkmate, voters.
