At the end of the fiscal year (September 30th) government agencies scramble to spend their remaining budget so they don't take a hit on the next round of appropriations. Where did this "use it or lose" mentality come from? Has it always been this way in the US?

In the Seanchan Empire of the Wheel of Time fantasy series there is a position called Truthspeaker. It is the Truthspeaker's duty to call it like they see it to Royalty without fear of retribution, no matter how humiliating the truth is. Is this drawn from any real position in Eastern culture?
