venting/ranting over one’s personal issues w/o an ounce of energy of trying solving it is annoying and at that point is the definition of complaining.

A problem/issue that you personally have and rant/vent about over time, again & again is just complaining. If you never find a solution to it when there are ways of solving it and you go on about it gets old.
