If speed is determined only from a particular reference frame, are we all going 100% the speed of light from the frame of reference of a photon? Wouldn't that be contrary to the rule that nothing can go as fast as light?

If I had a cup of liquid that I stirred into a spin, would stopping the spin by stirring in the opposite direction cause it to be be more or less mixed than if I let the liquid spin until it stopped on its own?
