To what extent were soviet archives closed off in the mid 1990's, what effect has this closure had on historical research into soviet history, and can the limitations put in place on the archives be blamed on any specific revelations or historical works?

Slavery was legal in pre civil war Washington D.C, but many politicians came from areas where slavery was increasingly unpopular or illegal. Did politicians from anti slavery states own slaves? If they did were there any politicians who suffered legal or political consequences for doing so?
