I noticed that in Mediterranean countries like Italy or Spain a lot of the towns are built on top of hills while on eastern European countries like Romania (my country) they are build in the valleys. Is there any historical reason for that?

A friend of mine told me that I should be liberal because throughout history liberals were always right (desegregation, early feminism etc.) and conservatives were just holding progress back. How true is this statement?
