In modern popular culture, why aren’t the WW2-era Italians vilified as the Germans and [to a lesser extent] Japanese are?

Who was Karl Goetz? I have seen a lot of his post-WW1 propaganda medals, but I’m having trouble finding out more about his personal background and his ultimate significance towards German propaganda leading to WW2.
