The early Soviet Union decriminalized homosexual acts, not as a form of gay rights, but because until the "disease" could be cured, there was no reason to demonize those who "suffered". Were there similar proposals in America at the time?

In 1971, referendums in Egypt, Syria, and Libya were held on the unification of the three countries. All referendums passed with over 96% approval. I assume that they were fixed, but is the necessarily the case? Was the really a common fervor for unification in those areas at the time?
