It seems like the Germans field commanders in WW2 asked hitter permission to retreat/fall back but were often refused permission, leading to massive losses. If they were given permission, is there a consensus that the war would have turned out differently?

A lot of questions here ask for 'what caused x to happen' given that history is a continuous flow, can questions like that ever be truly answered? Are there specific examples of cause and effect in history?
