how would personally make a character who gets a buff from phobias and fear? (not sure if there is somthing like this already but ill explain further in the body)

so ive heard that the reason octopuses cant get smarter as a species cuz they cant pass on what they learn to there offspring cuz of there lifespan,so if we geneticly alter the life span of octopuses to the point they cant (potentially) teach there off spring,would it hypotheticaly work?
