In regard to lottery drawings, is it statistically better to do an easypick where all your numbers randomly generate every drawing or is it better to have a set of static numbers and use those consistantly?

Solar Panels suffer from reduced energy production in the summer due to excessive heat. Would a closed-loop reservoir attached to the rear of the panels with some coolant be possible? Would it be beneficial to the system with the added complexity, cost and potential energy drain?
