Would a long spaceship be able to move if it's powered by robots who jump from one side of the ship, pushing it from the inside and letting it accelerate while they are sent flying through the ship until they reach the other side of the ship, decelerating it when they touch it, and repeating?

Would a civilization, based on a planet with a ring, beginning to develop an orbital presence have a harder time with all this collision hazard, or would the ring, a source of materials already orbiting the planet, actually help them?
