[WP] Citizens have become numb to heroes and super villain antics. Security guards lay down and toss their weapons aside when a sudden snowstorm/strange noise/a posse of clowns enter. Citizens continue to shop unless their particular store area is covered in lasers or gunfire. It weirds super's out.
